Job Description

Panagora Group, a woman-owned small business providing novel and integrated solutions in global health and international development, is supporting USAID/Indonesia to implement its new Country Development Cooperation Strategy (CDCS) through a Monitoring, Evaluation, and Learning Platform (MEL-P) Activity. MEL-P provides its services through five components: 1) monitoring support services, 2) designing and conducting performance and impact evaluations, 3) providing research, assessment, and data analysis, 4) providing consulting and advisory services and logistical support services, and 5) initiating collaboration, learning, and adapting activities. Along with enhancing MEL capability, we also promote the use of the empirical evidence for programming, learning, and adapting as USAID supports the Government of Indonesia (GOI) with its Journey-to-Self-Reliance (J2SR).

Under MEL-P, Panagora has been assigned to conduct a final performance evaluation for the USAID BIJAK activity that ends in June 2021. The project is working through national instruments and systems to address the constellation of market forces, financial initiatives, policy levers, social norms, and values driving deforestation and biodiversity loss to promote enduring changes in individual and organizational behavior which reduce greenhouse gas (GHG) and conserve marine and terrestrial biodiversity. The project contributed to the previous 2014-2020 CDCS and continually contributes to the new 2020-2025 USAID/Indonesia CDCS specifically under:

  • DO 1: Effective, Democratic Governance Strengthened supporting
    • IR 1.2 More Informed and Active Public Participation, and
  • DO 3: Environmental Sustainability Improved supporting
    • IR 3.1 Natural Resource Management Improved.

The final performance evaluation will be conducted by an external evaluator team consisting of the following expertise: 1) International Evaluation Team Leader, 2) Environmental Policy and Governance Expert, 3) Wildlife Trade and Trafficking Expert, 4) Public Outreach and Civil Society Organization Expert, 5) Monitoring and Evaluation Specialist, and 6) Research Assistant. The purpose of the final performance evaluation is to highlight the extent to which USAID BIJAK achieved expected results, factors influencing the achievement of those results, and challenges in implementation. Recommendations from this final evaluation will be used as input into future program development.

Position Summary

MEL-P is seeking a Monitoring and Evaluation Specialist to work under the leadership of the Team Leader and Panagora for the upcoming USAID BIJAK final performance evaluation.

The assignment will require an estimated six to eight weeks of work in Jakarta, which will begin in May and extend to July 2021, with at least two weeks of travel outside Jakarta required. Remote coordination and data collection will be considered depending on the Covid-19 restrictions applied by the GOI.

Responsibilities

Selected team members will participate in all aspects of the evaluation, and responsibilities will include:

  • Providing support to produce a rigorous evaluation methodology and work plan, including data collection instruments and a data analysis plan
  • Conducting background research and interviewing key informants, leading focus group discussions, and conducting surveys in Jakarta and outlying provinces, as required.
  • Systematically collecting and categorize evaluation data
  • Analyzing data to provide evidence-based answers to the evaluation questions
  • Supporting the Team Leader in conducting special research as needed
  • Participating in and supporting project briefings for USAID/Indonesia, the implementing partner, and the Government of Indonesia, as required

Job Requirements

    • Minimum of 7 years of professional experience working on evaluations, research, or assessments
    • A Master’s degree or higher in a relevant discipline is required
    • Experience monitoring and evaluating projects in the environment sector
    • Strong knowledge of quantitative and qualitative monitoring and evaluating practices, including the selection of appropriate data collection methods on a question-specific basis and development of a detailed data analysis plan
    • Familiarity with quantitative and qualitative software
    • Basic research skills including experience conducting key informant interviews, focus group discussions, and designing/administering surveys
    • Basic statistics and data analysis skills, including data visualization skills
    • Experience evaluating USAID projects is preferred
    • Excellent writing and interpersonal communication skill
    • Fluency in English is required, both written and oral
    • Open only to Indonesian citizens

    Reporting

    The consultant will be supervised directly by the Evaluation Team Leader

    Period of Performance

    The estimated level of effort for the STTA for Monitoring and Evaluation Specialist will be 44 days. The duration of the assignment would intermittently cover the period from April 5, 2021, to September 7, 2021.
