Consultant for West Papua Livelihood

Conservation International (CI) has been protecting nature for the benefit of all for over 30 years. Through science, policy, and partnerships, CI is helping build a healthier, more prosperous, and more productive planet. We are currently looking to fill the following work:

CONSULTANT

for

WEST PAPUA LIVELIHOODS

(code: WP-Livelihoods)

As one of the provinces with the largest Peatland and Mangrove Ecosystem (PME) in Indonesia, West Papua could only protect 10% of the mangroves area (650,000 ha). According to the socio-culture situation, the local community living in the mangrove areas is very limited as they only could utilize the mangrove ecosystem at a very minimum aspect, especially in Kaimana Regency, South Sorong Regency, and Bintuni Regency. The local community mostly utilizes the mangrove to fulfill their daily needs. However, some people generate several activities to increase their income based on limited opportunities. For example, Bintuni and Kaimana’s local community started to sell shrimp and crabs to visitors outside West Papua.

In accordance with the significance of the PME on climate change mitigation, there are several activities on PME management that the Government and environmental organizations already established. However, PME management progress is currently under discussion at national and provincial levels. The PME management implementation is not started yet, particularly towards field activities that involve and give direct benefit to the local community. There are several obstacles to achieving the goal, such as implementing a PME management program that involved the local community has not been started yet. There is a need for socio-economic condition information of the local community that could be used to plan and implement the program.

Conservation International (CI) Indonesia believes that each activity on PME management in West Papua should involve and provide direct benefits to the communities living around PME areas. CI Indonesia carries out the “Mitigation, Adaptation through Conservation and Sustainable Livelihoods in Indonesia’s Peat and Mangrove Ecosystems” project under the International Climate Initiative (IKI). The Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU) funded the project. The project aims to enhance climate change resilience in highly vulnerable communities and biodiversity. The project also targets decreasing Green House Gasses emissions in Indonesia by accelerating large-scale conservation and PME management effectively.

CI Indonesia is calling for Consultancy Quotation to conduct a baseline survey to obtain preliminary data on the natural resource in the PME areas, the level of PME utilization, as well as the socio-economic condition of the local community; also conduct pre and post-assessment training programs to capture the impact of the activity and consider the report as a baseline to the evaluation and program planning in the future. The program will be implemented in Fakfak Regency, South Sorong Regency, Kaimana Regency, Sorong City, and Sorong Regency.

OBJECTIVES & SCOPE OF WORK

The survey aims to find various information such as the physical condition of the area, population, socio-economic condition (demographics, way of living, livelihoods, and sources of income), natural resource management, production, marketing, and others. The data gathered by the Consultant could be in the form of primary and secondary data.

The scope of work towards the baseline survey would cover the local community’s socio-economic condition in the Peatland and Mangrove Ecosystems (PME) in West Papua. The survey will be conducted in approximately 29 villages located in Kaimana Regency, Fakfak Regency, Sorong City, Sorong Regency, and South Sorong Regency.
