WaterConnect-CBO Initiative

Since 2014, Water.org Indonesia has been working closely with over 20 microfinance institution (MFI) partners that offer water and sanitation financing products to clients and a year later Water.org Indonesia launched WaterConnect-CBO Initiative. WaterConnect-CBO empowers rural water providers to gain access to affordable credit to improve their water supply system reaching more people with access to safe water. This comprehensive initiative puts microfinance tools to work in the water and sanitation sector, specifically in the provision in the rural areas.

 

As a result of a successful model in the WaterConnect-CBO program, Water.org has partnered with the Ministry of Public Works and Housing (PUPR) under PAMSIMAS Program (The National Rural Water Supply and Sanitation Project) since 2017 to further expand the implementation in capacity building of the KPSPAMS (rural water providers as a Community-Based Organization or CBO in short). This approach has been used as an alternative financing scheme for better sustainability strategies of PAMSIMAS Program.

 

Scope of Work

Water.org Indonesia seeks consultant to support our partner program in developing a visual storytelling video to highlight the financing scheme impact through video footages on beneficiary stories. The client story is expected to be located in Batang or Pekalongan District (to be determined), Central Java Province.

 

Footage to be covered in the video, but not limited to:

  1. A KPSPAMS that have taken financing product from partnered financial institution to improve their rural water system infrastructure and have experienced the benefits from the loan product.
  2. Water system infrastructure condition at the KPSPAMS after the improvement (and also before the improvement if possible).
  3. KPSPAMS profile (e.g. the village and client’s profile in general, previous condition before improvement, etc.)
  4. Interview with the financial institution as a lender, KPSPAMS as a borrower, and KPSPAMS’ client as an end user.
  5. KPSPAMS’ operational activities (e.g. maintenance, water meter recording, water fee payment, meeting, etc.)
  6. KPSPAMS’ clients using the improved infrastructure.
  7. Loan analysis survey to the KPSPAMS by financial institution staff.

 

 

 

Deliverables

Water.org expects the consultant to provide the following deliverables:

  1. Two versions of visual storytelling videos highlighting the beneficiary stories with the same footage:
    1. Long version video with a minimum of 6 minutes and maximum of 8 minutes with English and Bahasa Indonesia subtitle.
    2. Short version video with a minimum of 2.5 minutes and maximum of 3.5 minutes with English and Bahasa Indonesia subtitle.
  2. Raw data of video footages for Water.org’s future media communication purposes.

 

Ownership

All of the produced footages and its contents are belong to Water.org Indonesia and will be used for programs promotional in Water.org’s publication channels and educational purposes. These materials will also be used by our financial institution partners and related stakeholders to promote hygiene education and water and sanitation related products.

 

Target Audience

These deliverables will inform the following audiences:

  • org, Ministry of Public Works and Housing, and partnered financial institution.
  • Investors and potential investors to Water.organd partnered financial institution.
  • Stakeholders, such as national or local government in water and sanitation sector or financing sector.
  • PAMSIMAS Program’s stakeholders.
  • Financial institutions.

 

Timeline

The expected timeline for the project is as follows:

6 First draft submission: consultant to submit and present the first draft of the videos. W1 May
7 Revision: consultant to revise any reviews or address any comments provide by Water.org. W1-W2 May
8 Final draft submission: consultant to submit and present the final draft of the videos. May 20
8 Material publishing: consultant to send both final videos and raw materials to Water.org. W4 May

 

 

Further to the schedule above, the following activities will be carried out during the partnership:

  1. The Consultant to arrange meetings schedule with Water.org to present drafts and gather comments and feedbacks.
  2. org shall provide some technical materials or information to the Consultant, related to technical inputs. Nevertheless, Consultant is free to obtain additional inputs from resources that he/she has access to.
  3. All footage (first and final drafts) shall be reviewed by Water.org team; and the Consultant shall submit their draft and get their feedback or suggestions.
  4. Any further adjustment needed during the implementation of the project, shall be discussed within the project’s duration.

 

Budget

Water.org has budgeted maximum IDR 70,000,000 (all-in) for this assignment. The budget submitted shall include all production and post-production costs (including taxes and travel-related) and presented in IDR. The final budget approval shall be fixed and not subject to negotiation. The Consultant shall provide budget information in details of any format, including taxes associated with the project.

 

Required Qualifications and Experience

Applicants may be individuals, groups of individuals with a designated team lead, or firms. Applicants must have at a minimum the following qualifications:

  1. The Consultant should be a self-starter and should creatively think of the best cinematographic and editorial flow for the materials described above.
  2. Experience designing relevant communication materials; with a demonstrated record of developing similar videos (must show to Water.org some of her/his works or portfolio from past engagements).
  3. Critical thinking, creativity, good judgement, initiative, attention to detail, sense of professionalism, and timely delivery of outputs.
  4. Willing to learn and observe finance institution and its client’s relation to support the script and story board development and materials production.
  5. Familiarity with basic concepts in water, sanitation and hygiene is an added value; the Consultant able to do research and provide relevant information for the materials she/he will develop if needed.
