BACKGROUND
The MITRA KUNCI Initiative is a five-year, $15 million, USAID-funded program that will promote more inclusive economic growth by improving access to workforce and entrepreneurial skills for poor and vulnerable youth. The MITRA KUNCI team will provide USAID project implementers and workforce stakeholders with technical support, connections, and platforms to help build a more robust and responsive workforce development ecosystem. In addition to management support, capacity building, and coordination, DAI’s technical assistance will include identifying, piloting, and scaling new workforce development approaches and innovations. The ultimate goal of USAID’s inclusive workforce development work is to connect 200,000 poor and vulnerable young Indonesians with learning and livelihood opportunities.
TASKS AND RESPONSIBILITIES:
The Project Officer will be based in Bandung, West Java with potential travel for coordination with the national project office in Jakarta and as needed to partner project locations in other working areas which included but not limited to Central and East Java.
The project officer will assist and provide technical support Mitra Kunci partners for advocacy in provincial and districts (as necessary), develop networking with strategical stakeholders in provincial level to support MK program at provincial level. He/she also will support another MK strategic partners such as private sector, Higher Education Institutions (HEIs), local CSOs, TVETs, media and other relevant partners in provincial and districts level.
ESSENTIAL DUTIES:
Local Government (provincial and district level) and related Mitra Kunci Partners:
- Providing support and technical assistance to local government and related Mitra Kunci partners at the province.
- To develop and maintain networking with local government bodies such as Regoinal Planning Agency (Bappeda), Manpower Regional Office (Dinas Tenaga Kerja), Regional Social Office (Dinas Sosial) and other related government body to support and sustain the achievement and sustainability of the program and the journey to self-reliance (J2SR).
- To develop and maintenance networking with TVETs and other training providers (if any) that based in West Java Province and providing technical assistance for them as necessary.
Private Sector Engagement Program:
Assist and support Gender Equality and Social Inclusion (GESI) and Private Sector Engagement Specialist:
- To support activities to promote more inclusive policies and practices at training institutions and private sector employers.
- To develop and disseminate tool/s to assist training institutions and private sector employers improve and/or revise approaches and practices to be more inclusive of poor and vulnerable youth.
- To provide continuous learning of technical staff through workshops, seminars, conferences, one-on-one coaching and any other methods as needed.
- To leverage partnerships between business associations, private sector, universities, government entities and other stakeholders to advise on how to remove barriers and create environments that are more inclusive and supportive of poor and vulnerable youth.
Higher Education Institutions (HEIs) Program:
Assist and support Youth Engagement and Higher Education Specialist:
- To support the dissemination of evaluation results and possibility to create peer-to-peer learning opportunities between HEIs who implement and others who are interested in scaling up the program.
- To assist the coordination in integrating activities between universities, polytechnics, with BLK under MoM, and the Community BLK in West Java, Central Java, and East Java.
Additional Responsibilities Included:
- Participate in provincial Kunci Coordination meetings.
- Contribute to the development of all project reports/deliverables.
- Ensure effective relationship with pertinent project partners.
- Develop networking with strategic stakeholders in the provincial and districts level (if any) to ensure the J2SR.
- Other Duties as assigned by Deputy Chief of Party.
Supervisory Responsibilities:
None
Base of Operations:
- This position is based in Bandung, West Java, Indonesia.
Reporting:
- The Project Officer of West Java Province will report to Deputy Chief of Party.
Qualification:
- Bachelor’s degree in education, economics, management, social development, social politics, law, psychology, or related fields;
- At least 5 years of experience in a technical management role on a donor-funded project. Experience with USAID preferred;
- Technical experience and knowledge of education or higher education in Indonesia. Training experience and skills preferred;
- Experience monitoring and evaluating donor-funded international development projects is preferred;
- Demonstrates understanding about Gender and Social Inclusion;
- Demonstrates understanding in workforce development issues.
- Has proven experiences in working with government in national and sub national level. Has proven experiences and strong relationship with West Java Government preferred;
- Has proven experiences and good networking with CSOs and mass media/journalist; experiences in handling mass media for publicity and advocacy preferred;
- Experiences in Private Sector Engagement will be advantage.
