Internet Freedom Project Officer

Summary of position

APHR is seeking a new Internet Freedom Project Officer (IFP Officer) who will lead the coordination and implementation of the organization’s work under two donor-funded grants that aim to advance digital rights and internet freedom in Southeast Asia. The IFP Officer will be integral to APHR’s efforts to empower parliamentarians to engage as national and regional human rights advocates, working closely with legislators and civil society partners to build networks and develop the resources needed to push back against emerging trends that threaten online freedoms in the region.

The role will involve research, identifying strategic partners, organising and implementing workshops and missions, securing resource persons and participants, managing logistic and security arrangements, monitoring human rights developments in the area of digital rights, drafting advocacy and media outputs, coordinating with other project partners, fulfilling all donors reporting requirements, and other tasks necessary for the project’s success.

The IFP Officer will report and work closely with APHR’s Research & Advocacy Director, and Advocacy & Campaigns Officer. This position will be mostly working remotely/online.

Contract duration: 24 months (initial contract of one year with 3 months probation).

Location: Southeast Asia, preferably Bangkok, Jakarta, Yangon, or Dili but location is negotiable for the right candidate. 

 

About APHR

APHR is a regional network of current and former parliamentarians who use their unique positions to advance human rights and democracy in Southeast Asia. We seek to help create a region where people can express themselves without fear, live free from all forms of discrimination and violence, and where development takes place with human rights at the forefront. 

Representing a unique and strategically focused addition to the regional and international human rights framework, APHR is supported by a young and dynamic team of human rights professionals that make up the Secretariat, with staff currently based across the region. As part of a member-driven organization, the Secretariat also works directly with legislators and political leaders in Southeast Asia and beyond to craft strategies and respond effectively to developing situations.

 

Main duties and responsibilities

  1. Research and Advocacy
  • Maintain oversight and understanding of the key developments relevant to online freedom in the region and at the international level through monitoring and analyzing of key media outputs, academic papers, UN, NGOs and legal publications, in order to strategically inform the project’s activities;
  • Conduct research and compile resources relevant to the project, including on the UPR in targeted countries;
  • Develop and draft high quality advocacy outputs including statements, op-eds, issue briefs, public leaflets, open letters, speeches, talking points, written and oral parliamentary interventions etc; 
  • Develop a toolkit for parliamentarians to facilitate the advocacy for internet freedoms; and
  • Organize fact-finding missions to targeted countries and produce public statements to provide concluding observations.

 

     2. Program Development and Management 

  • Lead the planning, coordination, implementation, and monitoring of program and activities relevant to the project;
  • Identify potential implementation challenges, security risks, and possible resolutions for those challenges in coordination with APHR and partners; 
  • Support APHR’s Democracy and Fundamental Freedoms Working Group and its activities relevant to the project;
  • Support the drafting of work plans, budgets, concept notes, programs, guidelines, and activity reports; and
  • Ensure compliance with activity timelines and other project requirements.

 

      3. Partnerships and Networking

  • Ensure regular and effective coordination and liaison with the other project’s partners. 
  • Develop and maintain a network of contacts with rights holders, civil society, parliamentarians, international organisations, government, and other key stakeholders relevant to the project and identify potential collaboration; and
  • Attend relevant meetings, briefings, events, conferences and lectures on behalf of APHR

 

      4. Administration & Other Responsibilities

  • Comply with the implementation of operational policies, procedures and practices of the organization, as well as donor requirements;
  • Maintain and file documentation in an organized and efficient manner; 
  • Provide regular updates to APHR and project partners on progress toward goals, challenges and mitigation strategies for those challenges; 
  • Monitor and follow-up on next steps agreed after each activity or program;
  • Monitor the usage of project outputs and their impacts;
  • Carry out other duties, including translation, logistics, monitoring and evaluation, and administrative support in coordination with other Secretariat staff, as required.

 

Qualifications and Experience

Required 

  • Bachelor’s degree in related field;
  • Minimum of 2 years experience in digital rights and freedom of expression; At least 4 years working experience in human rights or other relevant field; 
  • Strong knowledge of the political context and human rights issues (especially on digital rights) in Southeast Asia, derived from direct working experience in the region; 
  • Experience of managing successful projects or donor grants; 
  • Proven organizational skills, with exceptional attention to detail;
  • Ability to work as a member of an international team; 
  • Strong networks with civil society organizations and relevant internet freedom stakeholders in Southeast Asia;
  • Commitment to the objectives of the organization;
  • Oral and written fluency in English; 
  • Excellent analytical and writing skills; and 
  • Ability and willingness to travel in the project region and beyond.

  • Excellent interpersonal skills, respectful, working effectively with others, listening, understanding and achieving appropriate results; 
  • Knowledge of at least one Southeast Asian language; 
  • Experience working with parliamentarians and/or government officials; and 
  • Proficient knowledge of Information Technology and excellent working knowledge of standard Microsoft Office software, and experience of working in global teams and use of appropriate communication tools. 

 

Working Conditions / Salary and Benefits

  • APHR operates on a standard five-day work week but staff may be required to work some evenings and weekends to respond to developments and when on missions. Days in lieu will be provided for non-standard workdays.
  • APHR offers a competitive salary package of USD 2500 nett monthly, including health benefits, social security and communications allowance.
  • APHR does not cover costs associated with relocation.

The successful candidate will be expected to take up duties as soon as possible.
