Finance Officer (Remote/Jakarta Based)

ASEAN Parliamentarians for Human Rights (APHR) is a regional network of current and former parliamentarians who use their unique positions to advance human rights and democracy in Southeast Asia. We seek to help create a region where people can express themselves without fear, live free from all forms of discrimination and violence, and where development takes place with human rights at the forefront. Our members use their mandate to advocate for human rights inside and outside of parliaments, regionally and globally. They work closely with civil society, conduct fact-finding missions, and publish recommendations and opinions on the most important issues affecting the region. 

Our organization is seeking a Finance Officer who will support the overall financial management and administration of APHR’s programs and operations by ensuring quality, accuracy, and compliance to donor guidelines and the organization’s policies and procedures. The position contributes to achieving the strategic objectives and mandate of APHR in the region. 

The Finance Officer will be part of the Finance team under the guidance of the Operations Director and Executive Director.  She/he will work closely with the Finance Manager to support the effective and efficient management of finance within APHR.  The contract duration is for 9 months with a possibility of extension (depending on funding). 

 

Duties and Responsibilities

Financial Administration and Management 

  • Liaise and coordinate with the Finance Manager, Operations Director, and Executive Director in the preparation and completion of all payments for all invoices and bills (office rent, office utilities, payroll, etc) and maintain records; 
  • Draft internal memorandum and communications on finance;
  • Create journal voucher on a monthly basis and maintain records;
  • Create journal entries within accounting software on a monthly basis (Quickbooks);
  • Prepare, conduct payment, and report of income taxes on a monthly basis;
  • Monitor annual taxation and serve as liaison person to the tax consultant to ensure organizational compliance;
  • Manage and monitor petty cash and maintain records; 
  • Review and verify reimbursement requests and accountability reports including receipts maintain records; 
  • Create bank transfer transaction for all payments including compiling and reporting of all transactions and transfer payments done; 
  • Compile, maintain and update all financial documents, receipts, and reports in gdrive and hard copies (for some documents);
  • Respond to financial queries and clarifications from staff and NFPs.
  • Draft new/revised procedures related to finance and accounting and ensure its proper implementation;
  • Ensure compliance to Finance and Accounting procedures and Anti-Corruption and Fraud policy at all times; and
  • Any other relevant responsibility requested by the Finance Manager, Operations Director and Executive Director. 

 

Financial Reporting and Audit

  • Prepare internal and external financial reports to donors and ensure they are accurate and submitted on time based on grant agreements/MOUs;   
  • Coordinate the annual audit process including liaising with external auditor on audit procedures and requirements to ensure organization’s compliance;
  • Monitor APHR’s cash flow and report it to Finance Manager, and Operations Director on a regular basis;
  • Develop monthly financial statement to the Board including analysis; 
  • Ensure that all financial reports including attachments comply with donor requirements and standards;
  • Prepare and finalize overall financial report for all activities/ workshops/missions;
  • Respond to financial queries and clarifications from the Board, Senior Management and Donors.

 

Financial Budgeting and Monitoring

  • Prepare the annual work plan budgets in collaboration with the Finance Manager and Operations Director;
  • Prepare and finalize activity budgets in collaboration with relevant staff/PIC;
  • Support to the development of proposed budgets for future programs and grant proposals;
  • Prepare and monitor budget consolidation and budget absorption on a monthly basis; 
  • Prepare and finalize periodic expenditure reports per donor/project;
  • Prepare and monitor budget/cost projections on a monthly or quarterly basis. 

 

Qualifications and Experience

  • Minimum of Bachelor’s degree in accounting, finance, or other related finance fields with five years work experience.
  • 3-5 years’ experience working in a similar position preferably in an NGO environment. Knowledgeable of Indonesian accounting regulations is preferred. 
  • Good writing and verbal communication in English and Bahasa. 
  • Good attention to details and strong numeracy skills.
  • Advanced experience in the use of computers and Microsoft office programs (MS Word, Excel, PowerPoint, etc.) and knowledge of web-based management systems such as Google Suite and Microsoft Teams is preferred (but not mandatory); Experience in the use of Quickbooks as accounting software is desired.
  • Good IT management and troubleshooting skills preferred.
  • Ability to work both independently and in a team including experience working in a multicultural setting.
  • Be able to handle challenging and demanding work situations.

 

Working Conditions / Salary and Benefits

  • The Finance Officer will ideally be based in Jakarta and will mostly work remotely/online. Some overseas travel may be required to support APHR workshops or conferences.  
  • APHR offers a competitive salary package with health benefits and social security allowance. Expected monthly salary and benefits package is between USD 1,000-1,500  (nett after tax) depending on years of experience.
  • An initial contract will be for 9 months, with a three-month probationary period. The position can be extended depending on fund availability in 2022.
