Overview:

Jhpiego seeks a Deputy Chief of Party (DCOP) to provide vision, leadership and direction to ensure the strategic, programmatic, technical, and financial integrity for a first of its kind USAID MOMENTUM Private Health Delivery Project in Indonesia. MOMENTUM Private Healthcare Delivery (MPHD) is a five-year (2020-2025) $75 million global award that seeks to expand access to and use of evidence-based, quality maternal, newborn, and child health (MNCH)/family planning and reproductive health (FPRH) information, products, and services through private providers by (1) ensuring increased availability of and demand for quality MNCH/FP/RH information, services, and supplies offered by private providers; and (2) expanding public and private partnerships to ensure a total market approach (TMA) for improved health coverage. The MPHD consortium is led by Population Services International (PSI), with partners Jhpiego, Avenir Health, ThinkWell, and FHI 360.

 

In Indonesia, MPHD seeks to support the Government of Indonesia to enhance the engagement and effectiveness of the private healthcare sector as a sustainable approach to providing quality maternal and newborn health (MNH) services and contributing to reduced rates of maternal and newborn deaths. The project will operate with a $20 million investment over a 4.5 year period. The successful candidate will have direct experience working within, or collaborating closely with, private sector health facilities and providers in urban, peri-urban and rural settings in Indonesia.

 

The DCOP will work closely with, and provide complementary experience and skills to the Chief of Party, and will work closely with program implementation teams to ensure that resources are applied appropriately (e.g. human, financial and material).  This includes supervising program management staff, overseeing annual work planning, leading the design, implementation, and reporting of project activities, representing MPHD to donors and partners, and all other aspects of program management.  In the absence of the Chief of Party, the DCOP may be required to undertake the responsibilities of that position on a temporary basis.

 

Responsibilities:

Technical

  • Provide programmatic leadership for, and oversee, under direction of the Chief of Party, the strategic planning of activities in support of the program goals and objectives, including the determination of program priorities and appropriate technical initiatives
  • Lead formulation of innovative approaches for engaging and/or leveraging the private sector to provide quality MNH services
  • Coordinate the work of all team members with their designated counterparts within USAID, the Ministry of Health, as well as partners and other key stakeholders in Indonesia such as NGOs, to ensure effective technical assistance and the smooth implementation of activities
  • Work with health care providers, local authorities, community members and project team members to identify private sector service delivery issues that impede access to care and uptake of services
  • Use knowledge of best practices in private sector and MNH to support the project activities
  • Ensure integration of gender, youth, equity, data and rights-based approaches to health in private-sector initiatives

 

 

Program Compliance

  • Develop and modify as necessary the technical workplans and budget; review workplans and spending against budget monthly with the Chief of Party
  • Guide the analysis, synthesis and reporting of program outputs and results in close collaboration with the Director of Research and Evaluation
  • In close collaboration with the COP, coordinate and monitor all human, financial and material resources of the program to ensure successful implementation
  • Write and/or review technical components of reports, materials and publications related to the program and its development
  • Provide mentoring and capacity building at the individual and organizational level in specific areas of expertise including but not limited to maternal and newborn health, quality of care and service delivery.
  • Provide effective guidance, mentorship, and oversight to technical team members, short-term consultants and consortium partners on private sector approaches
  • Work with MPHD M&E team to design and implement a plan to track data/results related to private sector engagement in MNCH, and to actively utilize available data for reflection and program decision-making
  • Ensure resources for program implementation are available
  • In collaboration with COP, manage and maintain good working relationships with subs / implementing partners
  • Ensure compliance with USAID policies
  • Work with finance and project staff to develop and track project budgets
  • Work closely with Jhpiego home office staff to ensure effective, timely and coordinated project implementation
  • In collaboration with COP, coordinate closely with MPHD leadership / counterparts to ensure synergies

 

Public Relations and Representations

  • Represent Jhpiego and the program in public and professional circles through meetings,
  • conferences, and presentations


Required Qualifications

  • Masters or other advanced degree in public health, clinical medicine, health administration, international health or a related field
  • Previous experience serving as project director or DCOP or senior level management
  • 8+ years’ experience successfully managing large, multi-partner, multi-year international health sector development projects that have implemented successful activities in health systems strengthening and MNH
  • Demonstrated experience and knowledge in establishing project systems and overseeing project start-up and close-out
  • Previous experience working in Indonesia with strong understanding of local health system and MNH
  • Experience hiring and supervising personnel and ensuring they acquire the necessary training and skills to meet evolving project needs
  • Experience in team building including fostering collaborative partnerships and linkages with stakeholder groups, particularly private sector entities and the MOH
  • Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with USAID, host-country counterparts and representatives from other key stakeholders such as NGOs, CSOs, and the private sector
  • In-depth knowledge of USAID projects, regulations, compliance and reporting requirements
  • Excellent skills in facilitation, team building, and coordination
  • Excellent verbal, written interpersonal and presentation skills in English and Bahasa

 

Desirable Qualifications

  • Proven record of the skills and experience required to strengthen management capacity of private sector facilities and uncover business opportunities for the private sector to offer MNH services
  • Expertise in research to practice—identifying and adapting best practices to specific project contexts
  • Ability to coach, mentor and develop technical capacity in regional and national projects and technical staff
  • Ability to travel nationally and internationally up to 30%
