Overview:

Jhpiego seeks a Chief of Party (COP) to provide vision, leadership and direction to ensure the strategic, programmatic, technical, and financial integrity for a first of its kind USAID MOMENTUM Private Health Delivery Project in Indonesia. MOMENTUM Private Healthcare Delivery (MPHD) is a five-year (2020-2025) $75 million global award that seeks to expand access to and use of evidence-based, quality maternal, newborn, and child health (MNCH)/family planning and reproductive health (FPRH) information, products, and services through private providers by (1) ensuring increased availability of and demand for quality MNCH/FP/RH information, services, and supplies offered by private providers; and (2) expanding public and private partnerships to ensure a total market approach (TMA) for improved health coverage. The MPHD consortium is led by Population Services International (PSI), with partners Jhpiego, Avenir Health, ThinkWell, and FHI 360.

 

In Indonesia, MPHD seeks to support the Government of Indonesia to enhance the engagement and effectiveness of the private healthcare sector as a sustainable approach to providing quality maternal and newborn health (MNH) services and contributing to reduced rates of maternal and newborn deaths. The project will operate with a $20 million investment over a 4.5 year period. The successful candidate will have direct experience working within, or collaborating closely with, private sector health facilities and providers in urban, peri-urban and rural settings in Indonesia.

 

The COP will have the overall responsibility for leadership and management and reporting of project activities. S/he will be responsible for making key decisions and solving problems in short timeframes while ensuring long term and sustainable impact, as well as operational and project quality and integrity. S/he will serve as the project’s main point of contact with USAID on routine and strategic matters as well as the focal point in-country for the wider MPHD consortium, which includes staff from several organizations, including the global prime, Population Services International. S/he will also ensure effective organizational management and communication with the Government of Indonesia at all levels, private sector organizations, and international partners and agencies.

 

Responsibilities:

Technical

  • Provide technical and project management leadership and strategic direction to ensure programmatic and financial integrity of the project and to achieve rapid and sustained results in support of project objectives and goals
  • Ensure that project is technically sound, evidence-based and responsive to the needs of Government of Indonesia, USAID, private health sector actors and current and potential consumers of private healthcare
  • Provide technical leadership in maternal and newborn health and ensure the quality and sustainability of interventions during and beyond the life of project.
  • Collaborate with stakeholders in Indonesia and the project to design and deliver enhanced quality of MNH care in the private health sector in Indonesia, strengthen the enabling environment for private sector engagement and strengthen public and private sector health systems integration.
  • Lead digital health interventions and other innovations that support project objectives
  • Collaborate with MOMENTUM Country and Global Leadership as appropriate

 

Program Compliance

  • Ensure compliance with all Jhpiego, JHU and USAID operational policies and regulations, country laws, and the terms of the award
  • Lead the annual work planning process in close collaboration with USAID, Ministry of Health, key stakeholders, and the MPHD global and in-country team
  • Oversee the quality, preparation, and timely submission of project reports to donor
  • Mentor, support, supervise and manage a team of highly qualified technical and programmatic staff and align their efforts to ensure rapid and sustainable results
  • Provide guidance, in collaboration with staff, to subcontractors and sub-grantees
  • Write and/or review project materials and publications
  • Work with finance and project staff to develop and track project budgets
  • Ensure that Jhpiego’s project management approaches and tools are utilized and action plans are implemented; ensure program implementation is on time, target and budget by leading the monthly project monitoring process
  • Review and escalate quality concerns (technical, project management, financial management, compliance)
  • Work with Monitoring and Evaluation (M&E) staff to develop M&E frameworks and effectively track data/results; facilitate a culture of adaptive management
  • Work closely with Jhpiego home office staff and MPHD global team on setting project priorities and directions, responding to requests for support from local counterparts, and ensuring effective, timely and coordinated project implementation

Public Relations and Representations

  • Represent MOMENTUM PHD/Jhpiego and the project’s progress, achievements and lessons learned to donors, other key stakeholders, and through meetings, conferences, and presentations
  • Work with Jhpiego and PSI HQ-based staff to elevate key lessons learned from MPHD in Indonesia to wider MOMENTUM global audience through various media types and fora, as appropriate.
  • Develop and maintain strong working relationships with USAID, Ministry of Health, private health sector partners, key representatives of other USAID / donor funded health programs and other key stakeholders in Indonesia to maximize resources and leverage synergies
  • Develop, collaborate and strengthen engagement with key private sector stakeholders in Indonesia to develop strong and replicable public private partnerships in healthcare in Indonesia.

Required Qualifications:

  • Masters or other advanced degree in business administration, hospital/health administration, clinical medicine, public health, or a related field
  • Previous experience serving in senior level management
  • 10+ years’ experience successfully managing large, health sector development projects in low- and middle-income countries in private health sector engagement, or leading and developing private sector businesses and institutions that have demonstrated positive growth, revenue and scale potential
  • Demonstrated experience establishing project systems and overseeing project start-up and close-out
  • An entrepreneurial mindset with proven leadership and advocacy skills
  • Strong understanding of the Indonesian health system, including the private health sector, and gaps and opportunities in MNH ecosystem
  • Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships private sector stakeholders, donors, host-country counterparts and representatives from other key stakeholders such as NGOs, CSOs
  • In-depth knowledge of USAID principles of compliance, regulations, and reporting
  • Deep understanding of financial management principles with demonstrated experience tracking budgets and staying within ceiling
  • Proven track record in supervising, coaching, and mentoring staff and successfully managing recruitment
  • Demonstrated outstanding leadership, strategic thinking, organizational, team-building, facilitation, coordination and representational skills
  • Excellent verbal, written, interpersonal and presentation skills in English and Bahasa Indonesia
  • Ability to travel nationally and internationally up to 30% of time

 

Preferred Qualifications

  • COP/Project Director, Deputy COP, or Chief Executive Officer preferred
  • Previous experience in Public Private Partnerships, innovative financing and sustainability approaches
