Senior Program Manager (SPM)
Position Reports To : Deputy Chief of Party (DCOP)
Location : Regional in Province – NTT, Indonesia
Positions Supervised : Finance and Administrative Officer, Monitoring, Evaluation and Learning Officer, Clinical Officer, Project Coordinator, and District Coordinators
Level of Effort : Full time (40 hours per week)
Background: MOMENTUM Country and Global Leadership (MCGL) is a four year, US $15,000,000 project funded by U.S. Agency for International Development (USAID) focusing on Maternal and Newborn Health (MNH) services in public health care settings to assist the Government of Indonesia to:
- Effectively deliver quality essential primary health care services in East Nusa Tenggara Province (NTT),
- Support implementation of key Ministry of Health (MOH) activities to improve quality essential primary health care services in selected Western Indonesian provinces (North Sumatra, Banten, East Java, South Sulawesi) through targeted technical and capacity development assistance,
- Develop a sustainable and replicable model contributing to reducingrates of maternal and newborn deaths.
MCGL will implement the project in 3 (three) regions in NTT province. Each region will have one Senior Program Manager (SPM) that will have full responsibility to manage all aspects of the project within the region, ensure the project is implemented in accordance with the project design, donor and Jhpiego policies and standards, and that it achieves its targets. Each regional SPM will cover several districts.
Leadership & Management
- Oversee project implementation at regional in province level, with a strong focus on mobilizing relevant partners in project districts to advance project activities
- Build and maintain strong working relationship with sub/implementing partner
- Communicate the technical approach and content of the project to both clinical and non-clinical partners and stakeholders; lead regular coordination meetings with relevant stakeholders
- Translate the national project workplan down to province and district level activities with clear implementation guidance and monitoring systems; ensure the whole field staff at the region have a strong understanding of overall project
- Work collaboratively with finance officer in region to prepare and track the progress of project and activity budgets
- Lead and assist the district coordinators to successfully implement project activities on budget and on schedule
- Work closely with Project Coordinator at region and DCOP to identify and hire technical advisors/consultants as needed to carry out workplan activities
- Ensure project operations are in alignment with organizational policy and procedures
- Manage work of consultants in coordination with other staff
- Identify programmatic problems and implement solutions in program supported areas
- In collaboration with Monitoring, Evaluation and Learning Specialist, monitor program implementation with a well-established monitoring and learning system, including conducting field visits to assess progress and carry out due diligence
- Support DCOP with workplan and budget development (and modifications as needed) and with conducting program reviews
- Contribute to the analysis, synthesis, and reporting of project outcomes and results
- Provide timely updates and progress reports (including targets vs. achievements) to DCOP
- Escalate issues to DCOP as appropriate
External Engagement
- Build and maintain productive relationships with relevant stakeholders at the province, district and sub-district levels, including other local non-governmental organization and donors, including cultivating private sector partnerships
- Assist field officers in engaging with external stakeholders (health facilities, local government, BKKBN, IBI, POGI, community health workers, PHO/DHO, private sector, etc.)
- Represent the project in public and professional circles through meetings, conferences, and presentations
Internal Communication
- Lead regular meetings and coordination with district coordinators
- Build and maintain coordination with the relevant staff to support success of the project
- Participate in regular calls with National team
- Build communication and coordination with SPMs in other regions for knowledge sharing and any potential joint activities
Qualifications:
- Advanced degree in public health, health administration, or related field
- At least 5 years of mid- to senior-level experience implementing and managing complex donor-funded public health programs
- Experience working on health promotion and working with health facilities in Indonesia
- Experience working in maternal and newborn health and strong knowledge of the technical area. Clinical experience in maternal and newborn health or related field is a plus.
- Experience leading a team
- Excellent interpersonal skills and demonstrated ability to work in a multi-cultural environment
- Demonstrated ability to conceptualize and implement efficient and effective program management and reporting processes and systems
- Ability to work in a complex environment with multiple tasks, short deadlines and pressure to perform
- Excellent written and oral presentation skills, including report writing and dissemination
- Written and oral fluency in English in Bahasa
- Ability to travel within Indonesia up to 20%
