I. Background

About the Project

Currently Yayasan Plan International Indonesia (Plan Indonesia) is implementing a four year (December 2017-November 2021) Safeguarding against and Addressing Fishers’ Exploitation at Sea Project (SAFE Seas Project) with funding from United States Department of Labor (DOL).

The project’s objective is to combat forced labor in fishing vessels in Indonesia and the Philippines. By the end of the project, SAFE Seas expects to contribute to the reduction of forced labor and human trafficking (FL/TIP) on fishing vessels in both countries. Plan Indonesia is working closely with various actors who deal with FL/TIP and fishery industry issues. At the national level, Plan Indonesia is working with the three key ministries: Manpower, Fishery and Transportation, agencies, organizations that provide support services to fishers and their families, local governments as well as civil society organizations and communities. Plan Indonesia also engages the private sector in order to seek their cooperation in complying with International anti-trafficking regulations. Through the project, Plan Indonesia also actively involving fish workers, both individually and collectively as members of fish worker unions, to combat FL/TIP.

The lack of awareness of all possible types of FL/TIP may partly be due to the Indonesian translation of forced labor, that is kerja paksa, which indicates those forcefully working under extreme violence. Based on the 2019 SAFE Seas Pre-Situational Analysis (PSA), most participants in the study perceived FL/TIP in its worst forms but fail to identify subtle or cover forms of FL/TIP practices. Thus in general, there is a lack of understanding about FL/TIP among some government officials, businesspeople, workers and community members.

To increase awareness and improve understanding among fishing vessel crew of the acceptable work conditions in the fishing industry, fish workers’ rights’ under the Indonesian law, and as FL/TIP prevention measures, SAFE Seas Project aims to develop an educational board game to support the learning experience of targeted groups in Bitung, North Sulawesi dan Tegal, Central Java. The targeted groups are fishers, fishers’ family and communities with age range of 18 to 50 years old.

II. Objective of the Assignment

The objective of the consultancy is to develop and design an educational board game to increase the targeted groups’ understanding on fishers’ rights and fundamental knowledge on Indonesian Labor Law no. 13 (UU Tenaga Kerja No. 13), Indonesian Law on Fisheries, Indonesian Law on Shipping, Occupational Safety and Health, Basic Safety Training and Working Contract using the gender perspective.

III. Scope of Work/Duties and Responsibilities

Under the overall direction of SAFE Seas team, the consultant will accomplish the following tasks:

  • Desk research on the topics and ideation of the game design;
  • Ideate the game mechanics;
  • Develop the prototype for playtesting to identified communities, with gender perspective;
  • Deliver final version of the prototype, including a set of user guidelines for playing the board game.

V. Duration of the Assignment

The duration of consultancy will be 50 working days.

VI. Inputs

  • The consultant is expected to work in close consultation with the SAFE Seas team
  • Virtual meetings will be necessary to agree on deliverables
  • Travel to Bitung, North Sulawesi as pilot location for playtesting may be needed (as a sample)
  • All materials produced and other intellectual property will be solely owned by Plan Indonesia and Plan International. Any material provided to the expert will remain the property of Plan Indonesia

VII. Terms of Payment

The firm/teams of consultant will be paid as follow:

 VIII. Key Principles, Approach and Ethical Consideration

Plan Indonesia Staff and consultant must adhere to Plan International Child and Youth Safeguarding and Protection. The consultant must follow Ethical Principles for involving human subjects in a research and obtain written/ verbal consent from the human subjects. Permission from elder must be sought if the children under 18 years are involved as subjects. Signed informed consent of each child and his/her parents need to take after explaining purpose of the study and its usage. Training on this will be part of the training provided for the team.

All the projects managed by Plan Indonesia and is partners, should also aligned with Plan International global ambition to reach 100 million girls, using gender transformative approach in delivering its tasks.  In this assignment, the Consultant is expected to apply gender transformative approach through addressing gender norms, strengthening girls’ and young women’s agency, advancing girls’ and women’s condition and position, working with boys and men to embrace gender equality, responding to the needs and interest of girls and boys in all their diversity, and fostering an environment that enables gender equality and girls’ rights.

 

IX. Required experience and qualifications

Requirement and qualification of the consultant:

  • Proven working experience in full lifecycle game development
  • Strong artistic and technical skills
  • Up-to-date with the latest gaming trends, techniques, and best practices
  • Demonstrated experience in producing game models
  • Strong copywriting skills
  • Ability to solve problems creatively and effectively
