Coral Triangle Center (CTC) is a foundation based in Bali with a regional scope and global impact. CTC works closely with local communities, the private sector, governments, and partners to strengthen marine resource management in the Coral Triangle to protect coral reef ecosystems, ensure sustainable livelihoods and food security. CTC supports on-the-ground conservation in Nusa Penida in Bali, Banda Islands in Maluku, and Atauro in Timor-Leste. CTC is developing its Center for Marine Conservation in Bali, an integrated learning space for training programs, outreach activities, and artistic and cultural performances to influence millions of people to care for our oceans and those that depend on it. CTC leads regional learning networks of women leaders, local government executives, and marine protected area practitioners in Indonesia, Malaysia, Philippines, Papua New Guinea, Solomon Islands, and Timor-Leste. CTC is also a certified training center of Indonesia’s Government – Ministry of Marine Affairs and Fisheries (MMAF) and an official partner of the Coral Triangle Initiative on Coral Reefs, Fisheries, and Food Security.

In cooperation with the Ministry of Marine Affairs and Fisheries (MMAF) and partners, CTC has developed a capacity development program on the range of marine and fisheries management issues. The program includes the development of training modules and ranging curricula, training delivery of sustainable marine resources, marine protected area (MPA) management and fisheries-related topics, many associated with accreditation and certification process of MMAF Research and Human Resources Development Agency (Badan Riset dan Sumber Daya Manusia Kelautan Perikanan – BRSDMKP) and other respected divisions within the MMAF.

Essential Functions

For the last 3 years, CTC interventions for fisheries have been focusing on building the capacity of provincial-level fishery committee of Blue Swimming Crab in Lampung mainly and West Java; training fisheries extension officers of the Fisheries Management Area (FMA) 712, 714, and 715;  training provincial fisheries team on Ecosystem Approach for Fisheries Management (EAFM), and: training and facilitating women fisher group for post-harvest fishery product.

Moving forward, CTC will hire a consultant to conduct the below works:

• To review current CTC’s fisheries and capacity development components including scientific, practical, and legal aspects in collaboration with the Ministry of Marine Affairs and Fisheries (MMAF) particularly with Directorate General Capture Fisheries.
• To conduct capacity building assessment with MMAF, CTC, and existing partners for Indonesia Fisheries Management Council (FMC) members at the national level and Fisheries Management Committee at the provincial level. The assessment will include prioritizing technical and potential leadership training and other types of the capacity building program.
• To prioritize and develop an outline for integrated technical and leadership training modules specifically for FMAs 712, 714, and 715 for further institutionalizing within MMAF Human Resources Training and Extension Department.

Qualification and required knowledge and skills

• Post-graduate degree or equivalent in fisheries or marine conservation biology, natural resources, or environmental management.
• Having at least 5 years of solid experience in the fisheries field combining policy, practical, and science.
• Demonstrated knowledge of fisheries and resource sustainability issues, particularly in relation to wild capture fisheries (both artisanal and commercial fisheries) and familiar with EAFM principles and practices.
• Demonstrated comprehension of Fisheries related acts and regulation in Indonesia as well as traditional practices.
• Familiar with Fisheries Management Council mechanism and the governance mechanism in fisheries management.
• Ability to liaise with government officials and fisheries personnel.
• Demonstrated excellent written and spoken communications skills in Bahasa Indonesia and English language, directed at a diverse range of people, organizations, and settings.
• Experience with and proven ability to work with diverse stakeholders and interest groups.
• Working knowledge of common software applications (e.g. Word, Excel, Access, PowerPoint).

Reporting and Coordination Lines

• FCBC will report directly to CTC Executive Director.
• FCBC will work closely with the CTC Senior Program Manager and CTC Training Manager.

This position is for 6 (six) months duration and it will be based in Jakarta with occasional travels to CTC Office in Bali.
