National Consultant for the Development of the Standardized National Minimum Initial Service Package (MISP) Training Materials (Code: UNFPA/IDN/ICC/21/01)

Purpose of consultancy:

To develop the Standardized and Accredited National MISP training materials based on the updated MISP guideline, good practices and lessons learned.

The scope of work includes the following:

1. Desk review of the existing MISP training materials and related guidelines (i.e. IAFM 2018, MISP global training material, related minister regulation, MOH national standard training outline).
2. The contents of the MISP training materials must adopt the latest global standard, namely:

• The latest global standard including the latest (2018) MISP guideline and Interagency Field Manual (IAFM);
• The environmental changes in Indonesia, including 2 Minister of Health regulations, Health Management in Crisis Situation (Ministry of Finance Regulation (PMK) No.75, 2019) and Minimum Standard Services (PMK No.4, 2019) which defined the roles, function and activation of RH Sub-cluster in humanitarian situations; and
• Lessons learned from past training results

3. Facilitate working sessions with all related RH Sub-Cluster members.
4. Follow the MOH/BPSDM process of training accreditation

 

Required expertise, qualifications and competencies, including language requirements:

• Advanced degree in Public Health, Social Sciences, Demography, Gender and/or other related fields;
• Minimum 5 (five) years relevant work experience in humanitarian affairs, emergency relief management, public health or other areas;
• Having experience in developing national guidelines, training materials, or relevant products, sample product might be requested;
• Familiarity with the government planning mechanism/processes in Disaster Management;
• Knowledge and understanding of UN humanitarian relief operations and procedures;
• Excellent communication, facilitation and report-writing skills in English and Bahasa Indonesia.
