About UCLG ASPAC

United Cities and Local Governments Asia Pacific (UCLG ASPAC) is the largest regional section of UCLG, an amalgamation of International Union of Local Authorities (IULA), United Towns Organisation (UTO), and World Association of the Major Metropolises (METROPOLIS). UCLG was established on 1 January 2004 and is headquartered in Barcelona, Spain. Following this unification, UCLG ASPAC was established in Taipei on 14 April 2004, as the new entity of IULA ASPAC.

UCLG ASPAC is the key knowledge management hub on local government issues in the Asia-Pacific region. It promotes democratic local government, supports cooperation between cities, local governments and their associations, and facilitates programmes, network and partnerships to develop the capacity of local governments and the associations. Moreover, UCLG ASPAC represents local governments politically within the international community, and with the United Nations and its agencies. It also promotes inclusive societies that safeguard equality, social and economic justice, and sustainable community development. UCLG ASPAC is engaged in all relevant thematic fields for nurturing sustainable development comprising local economic development, climate change, disaster resiliency, culture, strategic planning, decentralisation, municipal finance, gender equality, women leadership and empowerment and good governance.

Background

As a cooperative and collaborative platform for cities and local governments in the region to come together and affect change, UCLG ASPAC is committed to its mission in promoting economic, social, cultural, vocational and environmental development by enhancing the capacity development services provided to local governments to enable and empower continuous self-improvement on the parts of cities and local governments towards sustainable local development.

Localising development means considering subnational contexts in the achievement of the 2030 Agenda, from the setting of goals and targets, to determining the means of implementation and using indicators to measure and monitor progress. It is also putting the territories and their peoples’ priorities, needs and resources at the center of sustainable development. The primary focus should be done on promotion of access to affordable, reliable, sustainable and modern energy for all (SDG7) and providing guidance for local administrations.

1. Program Summary

Towards increasing integration and localisation of SDG7 by and in cities and local governments from the region, UCLG ASPAC, together with our international development partners is developing an e-learning programme on “SDG7 Localisation” for local and sub-national governments, as well as other relevant stakeholders, to deepen their knowledge on the key aspects of SDG7 localisation process and enhance their capacity to identify areas for improvements in their cities and provinces through effective policies, projects and partnerships.

By the end of this module, participants are expected to have better understanding of the meaning and roles of cities and local governments in achieving SDG7 specifically, and Agenda 2030 for Sustainable Development, generally. They are expected to have improved their knowledge on possible actions and success factors, such as policies, projects, practices, tools and partnership, that can influence effective SDG7 localisation.

In delivering this, UCLG ASPAC is advertising for multiple positions of Remote Training Modules Development Consultants on ‘SDG7:

 Affordable and Clean Energy’ for Local Governments.

This is a remote position, with focus on localisation of SDG7 at the sub-national levels. Interested parties are required to identify not more than 3 modules for development in their applications. Availability to work on the identified modules immediately on a tight deadline is key to selection.

2. Objective and Scope of Consultancy

The objectives of the Remote Training Modules Development Consultants positions are to support UCLG ASPAC in:

1. audience and training needs analysis for finalisation of module outline for the “E-learning Programme on Localisation of Sustainable Development Goal 7,”
2. development of one or more, but limited to 3, remote training modules on SDG7, including presentation material, practical tasks, progress assessments and training videos for participants,

• identifying external experts and/or partners for the role of trainers/lecturer for training

Under the supervision of UCLG ASPAC’s Secretary General and Strategic & Capacity Building Manager, the Remote Training Modules Development Consultants will undertake the following tasks:

• Finalise course outline for one or more, but limited to 3, of the 8 modules:
  • Module 1: Agenda 2030 and SDG 7 Localisation;
  • Module 2: Enabling Environment and Institutions in SDG 7 Localisation;
  • Module 3: Energy Data Monitoring;
  • Module 4: SDG7 and Stakeholder Engagement;
  • Module 5: Budgeting and Financing;
  • Module 6: Awareness and capacity building;
  • Module 7: Implementation strategies for SDG7 Localisation; and
  • Module 8: Linkages to other
• Develop the remote training modules, including presentation material, practical tasks and progress assessments for
• Assist UCLG ASPAC in developing the pre-recorded training videos for the modules developed, including identification of trainers/lecturer and areas of subject coverage, based on the modules

Specific requirements:

• University degree in related fields. Masters or PhDs are
• Commitment and expertise in the specific areas of Sustainable Urban Development, Sustainable Energy and Module
• Experience working with local or sub-national governments, as well as international organizations, especially on institutional capacity development, capacity building and
• Experience working in and on the Asia Pacific region
• Fluency in written and spoken
• Ability to work under very tight
• Available to work on the modules
