Programme Manager, Indonesia

As our new Indonesia Programme Manager, you will be working to strengthen the public’s access to relevant and reliable information and the safety of journalists

International Media Support (IMS) is a non-profit organisation working to support media in countries affected by armed conflict, human insecurity and political transition. Across four continents, IMS helps to strengthen professional journalism and ensure that media can operate in challenging circumstances.

In the Asia region, we work with partners in south and south-east Asia, including Afghanistan, Cambodia, Pakistan, Myanmar, Philippines, Indonesia, Sri Lanka and elsewhere, to further the safety of journalists, promote professional media content and media reform and build sound institutions that develop and protect good journalism.

We are now looking for a Programme Manager to join our diverse and energetic Asia department and take the lead on our Indonesia media development programme. The Programme Manager will be based in Indonesia.

The Indonesia Programme
IMS has been active in Indonesia since 2017, working to support and strengthen independent media in the country. The Indonesia country programme is entering a new programme phase in 2021, which will be implemented in close collaboration with local partners. The programme has a dual focus on: 1) strengthening public access to relevant and reliable information with a particular focus on promoting freedom of religion and belief, and 2) ensuring access to sustainable safety and protection mechanisms for media workers. The two focus areas are closely interlinked and pursued through a mix of capacity-building, advocacy, public awareness-raising and strengthening of safety mechanisms for journalists and other content producers.

Looking ahead, the ambition is to expand the programme further through fundraising and new engagements, which the programme manager will seek to develop in line with IMS’ institutional strategy. Programme development will be a key task of the new Programme Manager.

The programme is implemented in close cooperation with Indonesian partners, building on and strengthening partners’ resilience, sustainability, knowledge and expertise.

Job summary
The role of the Programme Manager will be to implement, manage and develop the Indonesia country programme.

The Programme Manager will be based in Indonesia, with occasional travel, including domestic travel as well as travel to IMS headquarters (HQ) in Copenhagen.

The Programme Manager will be IMS’ primary representative in Indonesia. They will report to the Head of Department for Asia (based at HQ) and work closely with IMS colleagues in the region as well as at HQ.

Main responsibilities 

The Programme Manager is responsible for overall programme cycle management and implementation and will be required to follow IMS procedures and guidelines.

Responsibilities include:

  • Strategic programme direction and implementation:development of context-specific programme strategies and design of interventions with partners including implementation of plans, budgets, funding and human resources.
  • Programme management: to proactively carry out programme cycle management including monitoring and maintaining the financial overview and keeping track of deadlines for donor progress reporting, as well as foster close contacts with national and international partners.
  • Monitoring and evaluation:to ensure that the monitoring, evaluation and learning plan is developed and updated alongside a logical framework matrix to ensure that relevant outcomes, outputs, activities, indicators and monitoring mechanisms are correctly in place. Monitor and review progress and impact on an ongoing basis and collect the necessary data to make regular adjustments that match the country context.
  • Team leadership and HR management: to lead and supervise the extended team including international advisors, partners and possible consultants on specific assignments and produce terms of references, contracts and time allocation. Work in close collaboration and liaise regularly with HQ-based Asia team members assigned to the programme as well as other cross-cutting functions.
  • Fundraising:Be responsible for further fundraising in Indonesia by maintaining an overview of current donors, ongoing screening of opportunities and dialogue/meetings with key donors. Keep an overview of possible opportunities with private sector and foundations in the country.
  • Organisational learning and communicating results:to work with IMS’ Learning and Communications Units to develop specific organisational learning plans, communication and media strategies and help ensure visibility around programme activities by providing content to  IMS’ website, SoMe platforms, media interviews and more.

Qualifications and Skills

Candidates with the following requirements are eligible to apply:

Essential

  • A relevant education (e.g. within the fields of social sciences, international development and/or communications, media and journalism), preferably on an advanced university level (Master’s degree or equivalent)
  • At least five years’ relevant professional experience, including at least two years managing an international development donor-funded project or programme
  • Experience and understanding of media systems, journalism and/or media development
  • Experience and understanding of human rights
  • Experience in programme cycle management including monitoring and evaluation
  • Demonstrable ability to work independently within guidelines
  • Dedicated team player
  • Strong coordination and leadership skills
  • Fluency in spoken and written English
  • Ability to communicate effectively remotely and across time zones to a wide range of stakeholders
  • Resilience and cultural sensitivity

Desirable

  • Knowledge of more than one local language is considered an asset
  • Experience and understanding of working with human rights defenders more broadly, and freedom of religion and belief in particular

Duration and location   

The position is offered as a local programme-based contract initially for one year, with the possibility of extension.
